Ruling for Student Organization

CHAPTER I: General Rulings

Article 1

Student representatives at the University of Barcelona shall be those members of the student body elected to represent students in any of those UB governing and managing bodies required by the University Statutes to have student representation .

Article 2

The University’s student associations, collectives and other groups shall also represent all those students choosing to form part of these.

Article 3

Students cannot simultaneously be members of the Permanent Student Commission and the Commission for Student Activities.

CHAPTER II: The Permanent Student Commission

Article 4

The objective of the Permanent Student Commission, which shall meet at least twice every academic year, is to promote student involvement and debate in UB policy-making and development.

Article 5

The Permanent Student Commission shall be composed of no more than 15 members, to be elected by student representatives at the Senate. Each electoral group that has officially run for election before the Senate shall be represented in the Permanent Commission by as many members as have been elected from this group by the Senate’s student representatives. Those electoral groups not having obtained more than 3 votes from student representatives shall not be entitled to representation on the Permanent Commission.

Article 6

The members of the Permanent Student Commission shall be chosen in plenary session by the electoral groups and ratified by the student representatives at the Senate.

Article 7

The functions of the Permanent Student Commission shall be the following :

a) To debate and analyse with UB governing and managing bodies those matters related to academic and students’ affairs, and to prepare and raise proposals regarding such matters.

b) To promote the involvement of the student body in the affairs of the University and, to this end, to call at least one annual plenary meeting of the UB’s student representatives at the Senate.

c) To consider all matters that it deems pertinent to the general welfare of students at the University of Barcelona.

Article 8

The term of office of members of the Permanent Student Commission shall be two academic years and a new Commission shall be elected following the election of student representatives to the Senate.

CHAPTER III: The Student Council

Article 9

The Student Council is the academic organ of studies, work and the decision of matters affecting the University of Barcelona’s student body.

Article 10

The Student Council shall be composed of no fewer than 4 and no more than 6 students nominated by the Rector at the proposal of the Vice-Rector of Student Affairs and with previous ratification by simple majority of the members present at the corresponding plenary meeting of student representatives at the Senate.

Article 11

The functions of the Student Council shall be the following:

a) To monitor the development of projects and plans directed by the Vice-Rector.

b) To participate in the decision-making and implementation of student-related University policies.

c) To ensure the successful operation of the Commission for Student Activities, the Permanent Student Commission, the plenary sessions of student representatives at the Senate and all the commissions and bodies in which students are represented, and, to this end, to call the student members of these bodies to council and raise their proposals.

d) To assess and inform students requiring its assisstance.

e) To promote the involvement of student bodies at the University of Barcelona.

f) To present an annual management report to the Permanent Student Commission and to the plenary session of student representatives at the Senate.

g) All further functions that may be assigned to this Commission.

Article 12

The term of office for members of the Student Council shall be two years and may be renewed once. The Student Council shall present its Constitution within 6 months of the election of student representatives to the Senate.

Article 13

The Student Council shall be the authorised mediator between the University’s students and its governing, managing and administrative bodies.

CHAPTER IV: The Commission for Student Activities

Article 14

The Commission for Student Activities is joined to the Vice-Rector of Student Affairs and is constituted in compliance with Article 165 in the University of Barcelona Statutes.

Article 15

The Commission for Student Activities shall be composed of 7 members elected by the student representatives at the plenary session of the Senate. The member of the Student Council responsible for such effects as secretary shall also be a member.

Article 16

Students may apply for grants to the Commission for Student Activities when and where applications comply with the commission’s regulations.

Article 17

Any student member of the University of Barcelona may be voted to the Commission for Student Activities. Election to the Commission shall be conducted by closed lists requiring a vote in favour of two thirds of those present and the presence of one half of the total number of student representatives at the Senate.

Article 18

The functions of the Commission for Student Activities shall be the following:

a) To approve the distribution of the budget of the Vice-Rector for Student Affairs.

b) To establish the conditions for calls for grants for student activities and resources, and to present proposals of such conditions for approval to plenary sessions of student representatives at the Senate.

c) To deliver those grants that have been awarded within the budget for student activities.

d) To be informed of all those student grants that the Vice-rector may award.

e) To present an annual report on the figures for grants that have been applied for and awarded.

f) All further functions that may be assigned to this Commission.

Article 19

The Commission for Student Activities shall be presided over by the Vice-Rector for Student Affairs.

Article 20

The term of office for members of the Commission for Student Activities shall be one year, although members may renew their term of office if they have been elected according to the conditiond described in Article 15 and Article17 above.

CHAPTER V: Reforms

Article 21

All motions to reform these regulations shall require a proportion of one third of the student representative body at the Senate who shall sign and address the written motion to the Vic-Rector of Academic Staff and Students.

Article 22

All motions to reform these regulations shall be dictated by the Permanent Student Commission Comissió Permanent d’Estudiants following a vote in favour of two thirds of the student members attending the meeting called for approval of the motion, when and where this proportion represents the majority of members. All further matters not dealt with in this Chapter shall be subject to the ruling of the Senate.

Transitional Ruling

From that time at which this Ruling is approved and in compliance with Article 10, the Student Council shall be officially constituted according to the conditions described in Article 12 above.
