The Statute of the University of Barcelona establishes in Title III, Chapter IV, Article 66.5.e) that the functions of the Ombudsman’s Office include:
“ ... presenting an annual report describing the functioning of the University to the Senate and the Social Council ...”
On one hand, this wording implies more than a function; it sets out a duty. On the other hand, rather than a report on the functioning of the entirety of the university, it calls for a report on the activity of the Ombudsman’s Office, which can then offer clear indications of a favourable or unfavourable nature on the functioning of the university.
In fulfilment of the cited statutory provision, this annual report is presented from the perspective of the activity of the Ombudsman’s Office.
The report is organised into two broad groups of subject matter:
a) a statement outlining the institutional tasks of the Ombudsman’s Office; and
b) a full report of its activities reflecting the functioning of the University.
