1985/87: Has coordinated a team comprised of experts from the Central Region Coordinating Commission and by Dr.Chris Jesen-Butler and Dr. Sven Erik Jeppensen of the University of Aarhus, which elaborated proposals for the creation of advanced telecommunications services in two regions of the country - Cova da Beira and Leiria-Marinha Grande, financed by the Luso-American Foundation.

1983/84: As a consultant in the Central Planning Department (C.P.D.), has coordinated a team comprised of experts from this Department and from the Regional Coordinating Commissions that were carrying out a study on the definition and the development areas of the urban fabric of Portugal and on the policies to be established for the location of support infraestructures to the economical and social development.

1983/84; 1989/90: Participation on the study "Urban Planning of Praia Grande", Macao.

1982/84: Has coordinated a project on the development and management of the infraestructures of the Lisbon Metropolitan Area, financed by the National Board of Scientific and Technological Research.
