POLICIES, INSTRUMENTS AND ACTORS IN LOCAL DEVELOPMENT: NEW
STRATEGIES OF TOURISM TERRITORIAL DEVELOPMENT IN THE INLAND OF
CATALONIA

In the processes of development of the tourism, diverse actors
take part emphasizing the public administration for direct
involvement and also for work in regulating and coordinating the
participation of social actors. In the European context, tourism
is use as a dynamization factor in territorial development
policies (local, district, regional), particularly those areas
less favoured (rural areas, which coincide with territories within
countries, mountain areas or industrial spaces traditional
crisis). The objectives and means of territorial development
policies and, in particular, tourist planning had changed to suit
the new realities and needs. This communication explains the new
strategies for territorial promotion of tourism in the inland
Catalan, which forms part of the new tourism policy of the
administration autonomic (Government of Catalonia). In particular,
it examines the substitution plans excellence and dynamism tourist
plans for tourism development and other initiatives. New
strategies, which promotes tourism interior, are a responding to
the demands of the general context of change and tourist
transition, and are also a response to the challenges of regional
scenario: the territorial balance of tourism and higher skills and
competitiveness of the tourism system.
