Studies about public housing production in
Brazil have emphasised the anlysis of the Institutos de
Aposentadorias e Pensões (IAPs – 1937-64), the Fundação da Casa
Popular (FCP – 1946-64), the Banco Nacional de Habitação (BNH –
1964-86) and, more recently, the housing programmes under the
responsibility of the Caixa Econômica Federal. However, several
other government institutions (including public companies) – of
which both houses of the National Congress, RFFSA, ECT, Petrobrás,
Vale do Rio Doce, Itaipu, the armed forces, etc. –, have promoted
housing, although for a different destination, like to provide the
socalled ‘functional housing’ (houses for their own personnel).
This paper aims at discussing the so-called military housing
estates and their role in urban development and, in particular,
urban segregation.
