This compilation document serves the purpose of disseminate all the findings of the SEARCH Project, together with the resulting specific policy proposals among national and international decision-makers, academic environaments and civil society at large.

The Search Project (Sharing KnowledgE Assets: InteRregionally Cohesive NeigHborhoods) had two main objectives: the first was to analyse the main features of the multifaceted dynamics in the EU Neighboring Countries through multidisciplinary networking, and collect relevant data needed for the comprehensive understanding of the changes; the second objective, and based on this analysis, was to prepare policy inceptions induced by the scientific findings in order to suggest policy proposals that could improve relations between the EU institutions and Member States and the neighbouring countries.

The SEARCH Project has projected future trends and identified potential effects of higher levels of economic integration. Trade flows between the EU and neighbouring economies, a key element of their interaction, have been studied along with the factors that determine investment location choices.The result of this research should help to better understand the logics of decision-making from the private sector and inspire policies that can improve the international attractiveness of some of the neighbouring regions.

SEARCH has also explored how neighbouring economies interact with the EU in the field of innovation, a domain that is increasing its relevance in the cooperation schemes to be established between the EU and its southern neighbours.

As labour migration is a consolidated and growing trend in EU relations with its southern neighbours, SEARCH has studied its economic and social consequences, both for the EU destination regions as well as for the neighbouring regions. The analysis of the resulting migration flows, remittances and human capital formation have also been key elements in the project.

More than one hundred working papers, policy notes and policy briefs have been published based on the research carried out during the project.

This Final Policy Guide synthesises the policy findings reported in the working papers, policy notes and policy briefs produced by the work package leaders, Ron Boschma, Dimitris Kallioras, Raul Ramos, Raffaele Paci, Simona Iammarino, and the researchers on the project.

The Final Policy Guide complements the Final Academic Report of the project, which summarises the main research results.  It is also constitutes the principle source for preparation of “How the European Neighbourhood Policy can strengthen integration between the European Union and Neighbourhood Countries: New Policy Directions”, which is the SEARCH Public Policy Report.

The European Union’s relations with its Southern and Eastern neighbours will be the focus of the Final SEARCH Academic Conference. Organized by the EU-funded research project SEARCH (FP-SSH-2010-2.2.1), the Conference is open to attendance and to present papers by all interested parties.

The SEARCH consortium is exploring the integration process between the EU and its Neighbourhood Countries (which include non-EU states in Eastern Europe, the Eastern Mediterranean and North Africa).

Representatives of the SEARCH consortium and external academics will present their findings at the Conference, highlighting the issues related with the following topics:

(a) Trade flows, FDI and location choices.
(b) Migration, human capital and social capital.
(c) Technological activities and innovation diffusion in the EU and interactions with Neighbouring regions.
(d) Social, cultural and institutional environment.

•    Submission:

The accepted papers will be presented in plenary sessions that will complement the 2 keynote speakers’ presentations. Abstracts of the Papers (500-800 words) should be sent in pdf format to search.project@ub.edu before September 15th, 2013. Detailed abstracts will also be considered, but full papers will be favoured. Travel and accommodation costs will be covered for one presenter of each selected paper. Ten papers will be selected to be presented in this Conference.

Final Papers should have a length of 12-15.000 words.

  • Deadline for abstracts of the papers submission: September 15th 2013.
  • Selection decision on the abstracts to be announced: October 8th 2013.
  • Preliminary programme: October 30th 2013.
  • Deadline for full Papers submission: December 20th 2013.
  • Final programme: January 10th 2014.

  • Incorporate all the ideas of the workshop participants in a comprehensive common outcome defining further steps
