Lifecycle Notional Accounts<\/span><\/i><\/b>: Policy workshop for an integrated view of welfare policies along the lifecycle<\/span><\/b>\u00a0<\/span><\/p>\n

On 13 November, the\u00a0<\/span>SUSTAINWELL<\/span><\/a>\u00a0Horizon Europe funded project, led by\u00a0<\/span>Prof.<\/span><\/b>\u00a0<\/span>Ci\u00f3\u00a0Patxot<\/span><\/b>\u00a0from\u00a0the\u00a0<\/span>Barcelona Economics Analysis Team<\/span><\/i><\/a>\u00a0(BEAT),\u00a0organised an on-line policy panel discussion on the design of a new perspective of the welfare policies throughout the lifecycle.<\/span>\u00a0<\/span><\/p>\n

The\u00a0session\u00a0was chaired by\u00a0<\/span>Dr Nicole Mum Sim Lai<\/span><\/b>,\u00a0<\/span>Economist<\/span><\/i>\u00a0at the\u00a0UN Department of Economic and Social Affairs.\u00a0<\/span>\u00a0<\/span><\/p>\n

The panel consisted of\u00a0<\/span>Ms<\/span><\/b>\u00a0<\/span>Anna Cristina D\u2019Addio<\/span><\/b>,\u00a0<\/span>Senior Policy Analyst<\/span><\/i>\u00a0at UNESCO;\u00a0<\/span>Ms Celine Peyron<\/span><\/b>,\u00a0<\/span>Social Protection and Employment Policy Specialist<\/span><\/i>\u00a0at the ILO Social Protection Department;\u00a0<\/span>Prof.<\/span><\/b>\u00a0<\/span>Shereen Hussein<\/span><\/b>, P<\/span>rof. of Health and Social Care Policy\u00a0<\/span><\/i>at the London School of Hygiene and Tropical Medicine, and\u00a0<\/span>Ms Himanshi Jain<\/span><\/b>,\u00a0<\/span>Senior Social Protection Specialist<\/span><\/i>\u00a0at the World Bank Group.\u00a0Drawing on their experience, experts discussed the importance of lifecycle approaches to social policy,\u00a0intergenerational fairness, universal\u00a0<\/span>Long-Term Care<\/span><\/i>\u00a0(LTC)\u00a0and gender inequalities while exploring the benefits of\u00a0<\/span>Lifecycle\u00a0Notional\u00a0Accounts<\/span><\/i>\u00a0(LNA)\u00a0for flexible transitions and fiscal sustainability.<\/span>\u00a0<\/span><\/p>\n

A lifecycle perspective is instrumen<\/span>tal for t<\/span>he debate on the reform\u00a0<\/span>of welfare policies. In\u00a0<\/span>In\u00a0<\/span>the context of an\u00a0<\/span>ageing population<\/span>\u00a0this was\u00a0<\/span>,<\/span>\u00a0<\/span>t<\/span>he debate on the reform\u00a0<\/span>of welfare policies\u00a0<\/span>has been<\/span>\u00a0<\/span>first focused on pension policies, where the effect of ageing is more sizable and visible\u00a0in application of\u00a0earmarked taxes addressed to finance them.\u00a0The overarching goal\u00a0of our proposal is\u00a0to design a new integrated view of welfare policies based on the long-lasting debate on pensions, inspired in\u00a0<\/span>Notional Accounts<\/span><\/i>\u00a0(NA). The\u00a0<\/span>Lifecycle Notional Accounts<\/span><\/i>\u00a0(LNA)\u00a0<\/span>would\u00a0<\/span>include individual transparent virtual accounts (yet with some social sharing), keeping the PAYG financing (yet with some capitalisation)\u00a0and incorporating automatic balancing mechanisms to foster long-term sustainability. This is part of\u00a0SUSTAINWELL\u2019s research work and is the basis for the public consultation\u00a0which is still open\u00a0(<\/span>https:\/\/forms.cloud.microsoft\/e\/AD8msDnbRH<\/span><\/a>).\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n

From our perspective, the proposed LNA system would define\u00a0benefits that should be universal or based on needs; full coverage in Health and Education;\u00a0parenting and\u00a0family\u00a0support, active employment policies – including lifelong learning; a\u00a0new\u00a0retirement pension formula\u00a0–\u00a0capturing lifetime contributions to market and non-market activities like care, including investment in children and possibly absence of unemployment and sickness leaves.\u00a0Plus, ways to increase career flexibility and to advance benefits to\u00a0facilitate\u00a0child rearing period.<\/span>\u00a0<\/span><\/p>\n

The results from the consultation and the online session will shape the content of an\u00a0<\/span>EU Policy Brief\u00a0<\/span><\/i>to be released at the end of the project (by January 2027) which will be made publicly available.<\/span>\u00a0<\/span><\/p>\n

SUSTAINWELL\u00a0receives funding from the European Union\u2019s Horizon Europe Research and Innovation Programme under Grant Agreement number 101095175 and the UK Government.\u00a0\u00a0The project\u00a0runs\u00a0for four years from February 2023\u00a0to January 2027.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/div>\n
