{"id":1056,"date":"2025-05-10T16:17:11","date_gmt":"2025-05-10T14:17:11","guid":{"rendered":"https:\/\/www.ub.edu\/gedis\/?p=1056"},"modified":"2025-05-10T16:17:19","modified_gmt":"2025-05-10T14:17:19","slug":"2025-igualtat-de-genere-a-la-ue-resum-de-linforme-sobre-la-igualtat-de-genere-a-la-ue","status":"publish","type":"post","link":"https:\/\/www.ub.edu\/gedis\/ca\/2025-igualtat-de-genere-a-la-ue-resum-de-linforme-sobre-la-igualtat-de-genere-a-la-ue\/","title":{"rendered":"2025 Igualtat de G\u00e8nere a la UE: Resum de l\u2019Informe sobre la Igualtat de G\u00e8nere a la UE"},"content":{"rendered":"\n<p>En un m\u00f3n que lluita per una major just\u00edcia i equitat, l\u2019<a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/policies\/justice-and-fundamental-rights\/gender-equality\/gender-equality-strategy_en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Informe sobre la Igualtat de G\u00e8nere 2025 de la Uni\u00f3 Europea<\/a> ofereix una reflexi\u00f3 contundent sobre els aven\u00e7os assolits i els reptes encara pendents. Publicat per la Comissi\u00f3 Europea, aquest informe exhaustiu destaca les iniciatives legislatives, institucionals i de la societat civil m\u00e9s rellevants desenvolupades als Estats membres entre mar\u00e7 de 2024 i febrer de 2025. Tot i els progressos reconeguts, l\u2019informe fa una previsi\u00f3 preocupant: si es mant\u00e9 el ritme actual, la <strong>igualtat de g\u00e8nere plena podria trigar encara seixanta anys.<\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Viol\u00e8ncia, estereotips i bretxes sist\u00e8miques: una realitat persistent<\/strong><\/h2>\n\n\n\n<p>Al centre de l\u2019informe trobem una problem\u00e0tica greu: la <strong>viol\u00e8ncia de g\u00e8nere (GBV)<\/strong> continua sent molt estesa i profundament arrelada. Segons una enquesta de 2024 a escala europea, una de cada tres dones ha patit viol\u00e8ncia f\u00edsica o sexual en l\u2019edat adulta, i una de cada cinc ha estat v\u00edctima de viol\u00e8ncia dom\u00e8stica. Com a resposta, la UE ha adoptat la <a href=\"https:\/\/eur-lex.europa.eu\/eli\/dir\/2024\/1385\/oj\/eng\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Directiva sobre la lluita contra la viol\u00e8ncia envers les dones i la viol\u00e8ncia dom\u00e8stica<\/a>, un fita legislativa hist\u00f2rica que estableix est\u00e0ndards penals unificats a tots els Estats membres. Inclou tamb\u00e9 la ciberviol\u00e8ncia, la coacci\u00f3 i un \u00e8mfasi refor\u00e7at en el consentiment com a pilar central de les relacions sexuals.<\/p>\n\n\n\n<p>L\u2019enfocament de la UE incorpora la interseccionalitat, reconeixent que l\u2019edat, l\u2019origen \u00e8tnic, la discapacitat i la situaci\u00f3 socioecon\u00f2mica intensifiquen la discriminaci\u00f3 de g\u00e8nere. Tanmateix, les creences culturals continuen sent un obstacle. Les enquestes d\u2019Eurobar\u00f2metre revelen que gaireb\u00e9 una quarta part de les persones enquestades a la UE encara considera poc atractiu que les dones expressin opinions fermes en p\u00fablic, amb una clara divisi\u00f3 generacional: els homes joves s\u00f3n m\u00e9s proclius que les dones joves a mantenir normes de g\u00e8nere antiquades.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>G\u00e8nere i economia: desigualtats persistents<\/strong><\/h2>\n\n\n\n<p>Tamb\u00e9 hi ha not\u00edcies esperan\u00e7adores: <strong>l\u2019any 2023 va ser el primer en qu\u00e8 la taxa d\u2019ocupaci\u00f3 femenina a la UE va superar el 70 %.<\/strong> No obstant aix\u00f2, es mant\u00e9 una <strong>bretxa de g\u00e8nere en l\u2019ocupaci\u00f3 del 10,2 %<\/strong>, especialment entre les mares i a les regions del sud i est d\u2019Europa. El treball de cures no remunerat continua recaient de manera desproporcionada sobre les dones, i for\u00e7a gaireb\u00e9 un ter\u00e7 de les mares treballadores a tenir feines a temps parcial, en comparaci\u00f3 amb nom\u00e9s un 5 % dels pares.<\/p>\n\n\n\n<p>Les dones migrades s\u2019enfronten a barreres encara m\u00e9s grans. El 2023, les dones de pa\u00efsos tercers tenien una taxa d\u2019ocupaci\u00f3 <strong>20 punts percentuals m\u00e9s baixa<\/strong> que les seves hom\u00f2logues nascudes a la UE, i el 43 % de les dones altament qualificades de fora de la UE treballaven en llocs per sota del seu nivell formatiu. Per abordar aquestes desigualtats, la UE ha implementat serveis de cura infantil subvencionats, permisos parentals m\u00e9s equitatius i programes per a la retenci\u00f3 d\u2019ocupaci\u00f3. Segons l\u2019<a href=\"https:\/\/eige.europa.eu\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Institut Europeu per a la Igualtat de G\u00e8nere (EIGE)<\/a>, tancar la bretxa de g\u00e8nere en l\u2019ocupaci\u00f3 podria augmentar la taxa global d\u2019ocupaci\u00f3 de la UE fins al <strong>80 % l\u2019any 2050<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Lideratge igualitari: representaci\u00f3 pol\u00edtica i empresarial<\/strong><\/h2>\n\n\n\n<p>Tot i representar m\u00e9s de la meitat de la poblaci\u00f3 de la UE, les dones continuen estant infrarepresentades en posicions de lideratge. Nom\u00e9s un ter\u00e7 dels membres dels parlaments nacionals s\u00f3n dones, i el lideratge empresarial tamb\u00e9 presenta un fort desequilibri. La <a href=\"https:\/\/www.iod.com\/resources\/inclusion-and-diversity\/the-european-women-on-boards-directive-what-it-means-and-why-it-matters\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Directiva sobre les dones als consells d\u2019administraci\u00f3<\/a> s\u2019est\u00e0 implementant per aplicar quotes de g\u00e8nere a les grans empreses, amb el suport de programes de mentoratge, iniciatives d\u2019emprenedoria i una promoci\u00f3 espec\u00edfica de les dones en \u00e0rees STEM.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Transversalitat de g\u00e8nere: de la pol\u00edtica a la pr\u00e0ctica<\/strong><\/h2>\n\n\n\n<p>L\u2019estrat\u00e8gia de la UE per integrar la igualtat de g\u00e8nere en totes les pol\u00edtiques s\u2019ha enfortit. Entre els aven\u00e7os destacats hi ha:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L\u2019<a href=\"https:\/\/digital-strategy.ec.europa.eu\/en\/policies\/regulatory-framework-ai\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">AI Act<\/a>, que prohibeix sistemes d\u2019intel\u00b7lig\u00e8ncia artificial manipuladors que podrien facilitar la viol\u00e8ncia de g\u00e8nere i exigeix transpar\u00e8ncia per als continguts sint\u00e8tics com els deepfakes.<\/li>\n\n\n\n<li>La <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/europe-fit-digital-age\/digital-services-act_en\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Llei de serveis digitals (DSA)<\/a>, que obliga les plataformes digitals avaluar i mitigar els riscos sist\u00e8mics, com l\u2019assetjament cibern\u00e8tic, la persecuci\u00f3 o la difusi\u00f3 d\u2019imatges sense consentiment.<\/li>\n<\/ul>\n\n\n\n<p>La viol\u00e8ncia en l\u00ednia, especialment contra dones en c\u00e0rrecs p\u00fablics, segueix sent una amena\u00e7a creixent. Les principals plataformes de contingut per a adults han estat designades com a Plataformes Digitals Molt Grans (VLOPs), i han d\u2019informar sobre les seves pr\u00e0ctiques de moderaci\u00f3 i estrat\u00e8gies per mitigar riscos. A m\u00e9s, l\u2019EIGE est\u00e0 desenvolupant marcs de mesura per rastrejar la viol\u00e8ncia cibern\u00e8tica de manera coherent a tots els Estats membres, proporcionant eines essencials per al disseny de pol\u00edtiques i la rendici\u00f3 de comptes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>El comprom\u00eds exterior de la UE amb la igualtat<\/strong><\/h2>\n\n\n\n<p>M\u00e9s enll\u00e0 de les seves fronteres, la UE promou activament la igualtat de g\u00e8nere mitjan\u00e7ant esfor\u00e7os diplom\u00e0tics, finan\u00e7ament per al desenvolupament i ajuda humanit\u00e0ria, especialment centrada en dones i infants en zones de conflicte. El comprom\u00eds de la UE amb el <a href=\"https:\/\/www.coe.int\/en\/web\/istanbul-convention\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Conveni d\u2019Istanbul<\/a> i la seva participaci\u00f3 en aliances globals demostren la seva voluntat de combatre el tr\u00e0fic de persones, la viol\u00e8ncia i l\u2019exclusi\u00f3 econ\u00f2mica a escala mundial.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>GEDIS: portant la igualtat de g\u00e8nere a l\u2019aula<\/strong><\/h2>\n\n\n\n<p>Mentre que l\u2019Informe 2025 de la Comissi\u00f3 Europea sobre la Igualtat de G\u00e8nere exposa estrat\u00e8gies ambicioses, projectes com <a class=\"\" href=\"https:\/\/www.ub.edu\/gedis\/about-gedis\/\">GEDIS \u2013 Diversitat de G\u00e8nere en Ci\u00e8ncies de la Informaci\u00f3<\/a> posen en pr\u00e0ctica aquestes pol\u00edtiques. En l\u2019\u00e0mbit de la Informaci\u00f3 i Documentaci\u00f3, sovint oblidat en els debats sobre g\u00e8nere, GEDIS integra activament perspectives de g\u00e8nere en l\u2019educaci\u00f3, la recerca i la pr\u00e0ctica professional.<\/p>\n\n\n\n<p>Alineant els seus objectius amb l\u2019Estrat\u00e8gia de la UE per a la Igualtat de G\u00e8nere 2020\u20132025, GEDIS funciona com un microcosmos de la pol\u00edtica en acci\u00f3. \u00c9s un recordatori essencial que assolir la igualtat no \u00e9s nom\u00e9s una q\u00fcesti\u00f3 legislativa: es tracta de transformar mentalitats, formar futurs l\u00edders i assegurar que tots els sectors hi participin.<\/p>\n\n\n\n<p>A trav\u00e9s de l\u2019educaci\u00f3, GEDIS aborda directament l\u2019arrel de la desigualtat de g\u00e8nere, actuant com un laboratori viu de la visi\u00f3 europea sobre igualtat.
