: Metropolitan areas have become the battleground for human rights, particu larly the \u201cright to the city\u201d. The New Urban Agenda (NUA) recognises this principle as an ideal way to build a city for all. The Sus tainable Development Goals (SDGs) pre sent a sustainable (also urban) development model with multiple economic, social and environmental aspects. How does the met ropolitan institutional framework influence the implementation of the SDGs? Do the necessary resources and competencies ex ist to meet the ideal expressed in the NUA? Using examples from all continents, the pa per examines the extent to which actions and objectives aimed at sustainable urban development take a metropolitan approach and how institutional variables (i. e. metro politan governance, fragmentation, degree of decentralisation and local autonomy, and role of the state) enhance or jeopardise these processes. La Nueva Agenda Urbana (NAU) reconoce este principio como un ideal para construir una ciudad para todos. Los Objetivos de Desarrollo Sostenible (ODS) plantean un modelo de desarrollo sostenible (tambi\u00e9n urbano) en sus m\u00faltiples vertientes (econ\u00f3mica, social y ambiental). \u00bfC\u00f3mo influye el marco institucional metropolitano en la implementaci\u00f3n de los ODS? \u00bfExisten los recursos necesarios y las competencias para poder dar cumplimiento al ideal expresado en la NAU?
