The Social Care Unit will provide help and advice to any University worker who, at any given time, may find themselves faced with a personal or family problem related to people with disabilities.

Information, guidance and assessment services for people with disabilities

The functions of information, guidance and assessment services for people with disabilities are to offer advice and specialized guidance, issue optional technical opinions on the degree of disability and prepare reports relating to the assessment of the different situations required for access to social, economic and service benefits intended for people with disabilities with the aim of guaranteeing equality, improving autonomy and quality of life and promoting social integration.

Report your disability in order to make the adaptations of your work place.

The University of Barcelona, committed to values, aims to achieve equality and non-discrimination for people with disabilities.

For this reason, if you have a disability or work with a person with a disability, you can voluntarily communicate it to the Social Care Unit and we will contact you to carry out a study of the working conditions of the workplace, according to article 25 of the Law on the Prevention of Occupational Risks, with the involvement of the different technicians from the Office of Safety, Health and the Environment -OSSMA- and, care and advisory measures will be promoted, as well as the appropriate technical measures.

Care centres for people with disabilities (CAD)

What are CADs?

They are care centres for people with disabilities (CAD) that provide information and guidance services to people with disabilities, their families and the community of professionals who require it.

Distributed throughout the territory, each of these centres is assigned a specific area of influence.

The assessment and orientation teams (EVO), multiprofessional teams made up of a director, a doctor, a psychologist, a social worker and administrative staff, are located in these centres.

What services are offered?

  • Assessment and establishment of the degree of disability, an essential requirement to be able to access the measures established to guarantee the rights of people with disabilities.
    • Determination of the provisional or definitive nature of the valuation.
    • Revision of the grade due to worsening or improvement or error in diagnosis.
    • Information regarding the need for another person for the essential acts of daily life.
    • Determination of mobility difficulties in using public transport.
  • Information, advice and guidance for people with disabilities and their families in relation to the rights, services, benefits and affirmative action measures regulated by state and regional legislation.
  • Elaboration of reports and opinions on the suitability of access to specialised services and benefits: day centres, residences, occupational centres, support for autonomy in one’s own home, technical aids, mobility and transport aids and aids for personal autonomy and communication.
  • Issue of certificates addressed to other organisations to access benefits or services: early retirement, adapted housing, parking, companion, etc.
  • Work assessment to issue the certificate of suitability and/or adequate support: access to public administration competitive examinations, ordinary company, special work centre (CET), complementary personal and social adjustment services (SCAPS), etc. Coordination actions with other basic and specialised social, health, educational, labour, judicial, etc. services.

Center for Personal Autonomy Sírius

What does it offer?

This centre offers information and guidance on personalised solutions, support products and available resources with the aim of promoting and improving personal autonomy and accessibility to the environment, as well as promoting the social integration of people with disabilities and the elderly.

Who is it for?

It is aimed at people with disabilities or dependence and their families, carers, as well as organisations in the sector, professional groups and students involved. Also to companies involved in disability support products and to all people, individuals or professionals, interested in personal autonomy and accessibility to the environment.

How is it structured?

The Sírius Centre is organised into three thematic information units or areas:

Recognition or review of the degree of disability

What is it?

The recognition of disability is the administrative document that legally accredits the degree of disability. This document facilitates access to various rights, services, programmes and benefits aimed at compensating for the social disadvantages derived from disability or social barriers that limit the full and effective participation in society of people with disabilities.

Who is it for?

To people with congenital or acquired illnesses that cause impairments of a foreseeable permanent nature and that entail a restriction or absence of the capacity to carry out the activities of daily life, in the manner or within the range considered normal. These diseases must be previously diagnosed by the competent bodies and documented.

It should be noted that

  • The recognition of the degree of impairment recognized by the Assessment and Guidance Services for People with Disabilities of the Department of Social Rights does not assess people’s illnesses, but rather the consequences they have on the development of daily life activities.
  • The recognition of the Catalan Institute of Medical Assessments (ICAM) evaluates people’s illnesses and the consequences on professional life.

What is the purpose of disability recognition?

Legal recognition of the situation of disability is an essential requirement for accessing the rights, services, programmes, economic benefits and positive action measures that the legal system and the social services system allocate to people with disabilities and which, for information purposes, are indicated below.

It is necessary to bear in mind, however, that each of the measures, services and benefits mentioned have their own specific requirements in relation to variables such as a certain degree of disability, the need for a third person, mobility difficulties, age, family, work, cultural, economic situation, etc. Given the variables involved, it is advisable to request specific information from the DACs.

Disability certification card

What is it for?

The disability accreditation card allows the degree of disability to be accredited in an easy and practical way in front of third parties, in order to facilitate access to the resources and related services to which they are entitled in Catalonia. It is a public, personal and non-transferable document, which must be accompanied by the DNI or NIE, valid for the whole territory of Catalonia and with a single format for all types of disability.

Who can request it?

People who have already been recognised as having a degree of disability in Catalonia equal to or greater than 33%, or who have had their file transferred, either permanently or provisionally. You must be normally resident in Catalonia.

The Department of Social Rights, with the collaboration of companies and institutions, offers a series of advantages linked to the disability card, with the aim of improving the personal autonomy, equal opportunities and social integration of people with disabilities.

Advantages for UB staff who have a recognized degree of impairment

Deduction in the payroll of the application of the percentage of the IRPF (Personal Income Tax)

Any person with a degree of disability recognised by the Department of Employment, Social Affairs and Families’ Disability Assessment and Guidance Services of the Department of Employment, Social Affairs and Families as being equal to or greater than 33% is entitled to a reduction in income tax on their salary.

In order to obtain this reduction, the certificate issued by the Service for the Assessment and Guidance of People with Disabilities must be presented to the Academic Staff Unit or the Administration and Services Staff Unit so that they can take the necessary steps.

Advancement of the retirement age

Any worker who is within the general Social Security regime and has been certified by the Assessment and Guidance Services for People with Disabilities to have a degree of impairment equal to or greater than 65% will be entitled to an early retirement age provided that they comply with the terms contained in Royal Decree 1539/2003, of December 5 .

Eighteenth additional provision. Early retirement of workers with a disability of 45% or more. Article 3 of Royal Decree 1851/2009, of 4 December, implementing article 161 bis of the General Social Security Law 27/2011, of 1 August , is amended.

Any worker who is within the general Social Security regime and has been certified by ICASS to have a degree of impairment equal to or greater than 65% will be entitled to an early retirement age provided that they comply with the terms contained in Royal Decree 1539/2003, of December 5 .

Other advantages that can be obtained with a recognized degree of disability

  • Certificates of physical fitness for work.
  • Access to the reserve of places for people with disabilities in the civil service of all administrations.
  • Obtaining a parking card for vehicles carrying people with disabilities or mobility difficulties.
  • Reduction of VAT on the registration of vehicles and others that may arise.
  • Tax relief on the amount established for the purpose of the income tax return.
  • Application for adapted housing and existing subsidies to buy them.
  • Inclusion in residential homes, day centres, assistance in transitory and productive occupational centres, etc.
  • Other benefits.

Provision of social care to people with disabilities (PUA) 2023

The purpose of this benefit is to contribute to the expenses incurred in the purchase of products and actions aimed at promoting the personal autonomy of people with physical, mental or sensory disabilities with compensatory measures to improve their quality of life and encourage their social integration.

Who is it for?

Beneficiaries may be people who have a recognised degree of disability equal to or greater than 33% and who meet the established conditions and requirements.

The deadline for submitting application forms is from 9 a.m. on March 31st to 2 p.m. on May 15th, 2023.

Applicable regulations

ORDER DSO/59/2023 , of March 27, by which the call for the social benefit of an economic nature of the right to concur in social care for people with disabilities is opened, for the years 2021, 2022 and 2023 (ref. BDNS 684328).27).


Aid to support autonomy in one’s own home

The aim of the programme is to contribute to the development of the person to enable their autonomy. Support is provided in the organisation of daily life: nutrition, health care and use of protection systems, as well as in other aspects related to training, competences and social skills to improve coexistence, social relations and participation.

Who is it for?

People with physical disabilities, intellectual disabilities and/or people with disabilities derived from mental illness who want to live alone or with other people when they are beneficiaries of the Support Program or who have a recognized degree of dependency equal to or greater than grade I, and who need personal support to develop an autonomous life, and deaf-blind people who want to live alone or with other people who are beneficiaries of the Support Program or who have a recognized degree of dependency equal to or greater than grade I, and who need daily support at home, but do not need the permanent presence of a caregiver.

This service can be requested at any time.

Know Alzheimer’s campaign

The project Know Alzheimer is a collection of videos that have been made jointly between the Centre for Personal Autonomy Sírius and the Stada Foundation.

Alzheimer’s is an evolutionary disease. People with this disease go through different stages and in each of them, the difficulties that the person, their family and their caregivers face are different.

Therefore, the intention of these four videos is to give some ideas and advice on how to reduce these problems, using support products and adapting the home .
