{"id":929,"date":"2025-11-14T15:20:45","date_gmt":"2025-11-14T14:20:45","guid":{"rendered":"https:\/\/www.ub.edu\/sustainwell-eu-project\/?p=929"},"modified":"2026-07-06T11:31:52","modified_gmt":"2026-07-06T09:31:52","slug":"lifecycle-notional-accounts-policy-workshop-for-an-integrated-view-of-welfare-policies-along-the-lifecycle","status":"publish","type":"post","link":"https:\/\/www.ub.edu\/sustainwell-eu-project\/lifecycle-notional-accounts-policy-workshop-for-an-integrated-view-of-welfare-policies-along-the-lifecycle\/","title":{"rendered":"Lifecycle Notional Accounts: Policy workshop for an integrated view of welfare policies along the lifecycle"},"content":{"rendered":"\n<p>On 13 November, the&nbsp;<a href=\"https:\/\/www.ub.edu\/sustainwell-eu-project\/\">SUSTAINWELL<\/a>&nbsp;Horizon Europe funded project, led by&nbsp;<strong>Prof.<\/strong>&nbsp;<strong>Ci\u00f3 Patxot<\/strong>&nbsp;from the&nbsp;<a href=\"https:\/\/www.google.com\/url?sa=t&amp;source=web&amp;rct=j&amp;opi=89978449&amp;url=https:\/\/www.ub.edu\/beat\/&amp;ved=2ahUKEwjqysHlxJSRAxWGV0EAHTJsN60QFnoECA0QAQ&amp;usg=AOvVaw1J7LZ8PLYbN80mJ1CJLVox\"><em>Barcelona Economics Analysis Team<\/em><\/a>&nbsp;(BEAT), organised an on-line policy panel discussion on the design of a new perspective of the welfare policies throughout the lifecycle.<\/p>\n\n\n\n<p>The session was chaired by&nbsp;<strong>Dr Nicole Mum Sim Lai<\/strong>,&nbsp;<em>Economist<\/em>&nbsp;at the UN Department of Economic and Social Affairs.&nbsp;<\/p>\n\n\n\n<p>The panel consisted of&nbsp;<strong>Ms<\/strong>&nbsp;<strong>Anna Cristina D\u2019Addio<\/strong>,&nbsp;<em>Senior Policy Analyst<\/em>&nbsp;at UNESCO;&nbsp;<strong>Ms Celine Peyron<\/strong>,&nbsp;<em>Social Protection and Employment Policy Specialist<\/em>&nbsp;at the ILO Social Protection Department;&nbsp;<strong>Prof.<\/strong> <strong>Shereen Hussein<\/strong>, P<em>rof. of Health and Social Care Policy&nbsp;<\/em>at the London School of Hygiene and Tropical Medicine, and&nbsp;<strong>Ms Himanshi Jain<\/strong>,&nbsp;<em>Senior Social Protection Specialist<\/em>&nbsp;at the World Bank Group. Drawing on their experience, experts discussed the importance of lifecycle approaches to social policy, intergenerational fairness, universal&nbsp;<em>Long-Term Care<\/em>&nbsp;(LTC) and gender inequalities while exploring the benefits of&nbsp;<em>Lifecycle Notional Accounts<\/em>&nbsp;(LNA) for flexible transitions and fiscal sustainability.<\/p>\n\n\n\n<p>A lifecycle perspective is instrumental for the debate on the reform of welfare policies. In the context of an&nbsp;ageing population&nbsp;this was first focused on pension policies, where the effect of ageing is more sizable and visible in application of earmarked taxes addressed to finance them. The overarching goal of our proposal is to design a new integrated view of welfare policies based on the long-lasting debate on pensions, inspired in&nbsp;<em>Notional Accounts<\/em>&nbsp;(NA). The&nbsp;<em>Lifecycle Notional Accounts<\/em>&nbsp;(LNA) would include individual transparent virtual accounts (yet with some social sharing), keeping the PAYG financing (yet with some capitalisation) and incorporating automatic balancing mechanisms to foster long-term sustainability. This is part of SUSTAINWELL\u2019s research work and is the basis for the public consultation which is still open (<a href=\"https:\/\/forms.cloud.microsoft\/e\/AD8msDnbRH\">https:\/\/forms.cloud.microsoft\/e\/AD8msDnbRH<\/a>).&nbsp;&nbsp;<\/p>\n\n\n\n<p>From our perspective, the proposed LNA system would define benefits that should be universal or based on needs; full coverage in Health and Education; parenting and family support, active employment policies &#8211; including lifelong learning; a new retirement pension formula &#8211; capturing lifetime contributions to market and non-market activities like care, including investment in children and possibly absence of unemployment and sickness leaves.
