Scientific advances in biotechnology and biomedicine have a bearing on human dignity and human rights that can give rise to bioethical issues of global importance. In these circumstances, it is necessary to conduct an informed public debate that can bring biotechnology closer to society.

The Observatory on Bioethics and Law (OBD) has a flexible, multidisciplinary and secular approach to bioethics, which is based on respect for recognized human rights. The aim is to provide reliable information and arguments that encourage independent decision-making and contribute to building a more transparent and democratic society.
