When the City Council was ours. The first democratic city council after the death of Franco (1979-1983)

This research is an approach to the complex reality of a gigantic institution such as Barcelona City Council in a turbulent period and full of changes, including from the last years of the Franco regime to the victory of Pasqual Maragall in the mayoralty of Barcelona (1974 -1983). The bulk of our research and work has focused on the first democratic government (1979-1983), led primarily by Narcís Serra and from December 1982 by Maragall. This first democratic government formed a broad government in which socialists, communists, convergents and republicans took part from the coordinates of the Progress Pact and developed a huge political activity to transform the reality of the City Council towards a new democratic model. Through our analysis we have identified the main axes of the policies of the democratic government, the changes and continuities with respect to the previous stage and the political actors that intervened in these years in a more outstanding way.
