In reference to the Royal Decree-Law 14/2012, dated 20 April, on urgent measures to rationalize public spending in education, in which university fees and public prices are regulated, together with professorsʼ dedication and financial management of universities, the Conference of Rectors of Spanish Universities (CRUE) wishes to express that they:

1. Strongly reject the procedure followed by the Ministry of Education, Culture and Sport, as highly important measures regarding the functioning and management of universities, included in the Royal Decree-Law, have been known through the media and their publication in the Spanish Official Gazette (BOE).

2. Request the minister José Ignacio Wert to convene an urgent meeting of the Council of Universities, and include in the agenda the study of the aforementioned Royal Decree-Law, in order for universities to express their opinions on such important matters regarding the university system.

3. Categorically reject the arguments defended by the Ministry which point to the insufficient work by professors and students to justify the measures included in the Royal Decree-Law.

The preservation of academic excellence and the parallel satisfaction of the principle of equal opportunities are not, by contrast, explicitly mentioned in the Royal Decree-Law.

4. Firmly express the Ministry the fact that in so proceeding our university system will not be improved and we reiterate, once again, our willingness to collaborate in the study of the necessary reforms to allow the Spanish university system to continue developing in a way comparable to the best university systems in the world.
