The AQR group organizes in Toledo the Regional Policy Lab of the MOBI-TWIN project corresponding to Castilla-La Mancha

    The AQR research group held, on February 11, 2026, at the headquarters of the Ministry of Sustainable Development of the Regional Government of Castilla-La Mancha in Toledo, the Regional Policy Lab within the framework of the European project MOBI-TWIN.

    The event had the honor of being welcomed by the Minister for Sustainable Development, Ms. Mercedes Gómez, marking the beginning of a highly productive working session with representatives from public administration, the private sector, academia, and civil society.

    A regional approach to the twin transition

    The MOBI-TWIN project (Twin Transition and changing patterns of spatial mobility), funded by the Horizon Europe programme, analyses how spatial mobility in Europe is being transformed by the twin transition (digital and green). Castilla-La Mancha is one of the five European pilot regions selected for this study, with the aim of assessing the impact of these dynamics on the labour market, demography, and territorial cohesion.

    During the session in Toledo, researchers from the Spanish MOBI-TWIN team presented key results specific to the region, highlighting:

    The Regional Attractiveness Index (RAI): a tool that assesses the capacity of regions to attract and retain talent, taking into account quality of life and preparedness for the ecological and digital transition.
    Agent-Based Modelling (ABM) simulations: projections of future mobility dynamics and the behaviour of workers and households in the region under different transition scenarios.
    Open Studios: interactive workshops where regional stakeholders collaborated in the co-creation of preliminary policy concepts to address local challenges.

    Next steps

    This event is the first in a series of regional meetings that will culminate in a European interregional forum and, ultimately, in a closing conference in Brussels in May 2026. At that event, consolidated policy recommendations will be presented to the institutions of the European Union.
