El passat 20 de juny de 2019 l’Associació Europea d’investigadors en Forces Armades i Societat (ERGOMAS) va concedir el premi al millor llibre publicat el 2017 i 2018 sobre forces armades i relacions civils-militars al llibre de David Pion-Berlin, University California-Riverside, i Rafael Martínez, Universitat de Barcelona, Soldiers, Politicians, and Civilians. Reforming Civil-Military Relations in Democratic Latin America, publicat a Cambridge University Press.

El Giuseppe Caforio ERGOMAS Award for Best Book es concedeix cada dos anys entre els llibres publicats en anglès pels membres de l'associació. L'associació, des de ja fa gairebé una dècada, va transcendir del seu originari àmbit europeu i és, juntament amb la seva homònima nord-americana IUS, la principal associació mundial sobre seguretat i societat.

El jurat, compost per Maren Tomforde, Ashu Pasricha y René Moelker, va destacar de l’obra:

“The jury was impressed by the work by Pion-Berlin and Rafael Martínez, Soldiers, Politicians and Civilians, because they develop a system to measure qualitatively civil military relations and most of all to explain why and how some nations developing in a direction of civil control  over armed forces. The social impact and relevance of this work is imminent and cannot be discarded, because it for example explains why a country like Brazil is in trouble at this very moment. Theoretically and empirically this book describes and explains developments that are relevant for the security situation of the whole continent of South America. It is an outstanding work of scholarly craftsmanship and profound analysis.”
