The Spanish institutional design is composed of layers, and a plurality of entities that construct an asymmetric pattern. This chapter analyses the positions of elected members of sub-national governments in this multilayer system, which is always under discussion. The analysis includes an overview of the system and the main sub-national institutions, including autonomous communities, second-level local entities and municipalities, but is not exhaustive. Spain’s 17 autonomous communities have developed distinct regulations and have frequently created peculiar local entities. This has generated a diverse, heterogeneous range of entities and elected positions, some of them with highly specific characteristics. A brief description of the electoral system, and the nature of the elected roles, is provided for each level of government.
